openGL is not being acclerated on some systems?

This is a strange problem, it seems that when I use pure
opengl and glut routines, and if the system that it is being
run on has a FULL ICD, then I do *not* get any acceleration
at all.

If I use opengl and then use window's routines to open windows, and all
that, then I do get hardware acceleration on the same system.

Anyone know what is causing this?
I wonder if when I link in (with VC++) the opengl32.lib,
and the glut32.lib, it is somehow ignoring something to
enable hardware acceleration ?

The system in question has windows 98, and the regular opengl32.dll
that comes with the system. The video card is a TnT, and I know that
it does have a Full ICD.

Ideas?
